People's Governments of Tianjin, Shanghai, Hainan, and Chongqing, Ministry of Commerce, and Ministry of Justice:

We have received your request for instructions on temporarily adjusting the implementation of relevant administrative regulations in Tianjin, Shanghai, Hainan Province, and Chongqing. The reply is as follows:

1、 According to the "Reply of the State Council on Approving the Comprehensive Pilot Program for Expanding the Opening up of the Service Industry in Tianjin, Shanghai, Hainan, and Chongqing" (Guo Han [2021] No. 37), it is agreed to temporarily adjust and implement the relevant provisions of the "Travel Agency Regulations" and the "Provisional Regulations on the Registration and Administration of Private Non enterprise Units" in relevant provinces and cities from now on to April 8, 2024 (the catalog is attached).

2、 The relevant departments of the State Council and the people's governments of relevant provinces and cities shall, in accordance with the above adjustments, promptly make corresponding adjustments to the regulations and normative documents formulated by their respective departments and provinces and cities, and establish a management system suitable for the comprehensive pilot project of expanding the opening up of the service industry.

3、 The State Council will make timely adjustments to the content of this reply based on the comprehensive pilot situation of expanding the opening up of the service industry in relevant provinces and cities.
