Recently, Premier Li Qiang of the State Council presided over an executive meeting of the State Council, which reviewed and approved two medical action plans, the "Action Plan for High Quality Development of the Pharmaceutical Industry (2023-2025)" and the "Action Plan for High Quality Development of the Medical Equipment Industry (2023-2025)".

The meeting emphasized that the pharmaceutical industry and medical equipment industry are important foundations for the health industry, which are related to the overall life and health of the people and high-quality development.

We need to focus on improving the resilience and modernization level of the pharmaceutical industry and medical equipment industry, enhancing the supply capacity of high-end drugs, key technologies, and raw materials, and accelerating the filling of the gaps in China's high-end medical equipment.

We should focus on the characteristics of high difficulty, long cycle, and high investment in pharmaceutical research and development innovation, provide full chain support, encourage and guide the development and growth of leading pharmaceutical enterprises, and improve industrial concentration and market competitiveness.

We need to fully leverage the unique advantages of traditional Chinese medicine in China, increase protection efforts, and maintain the development security of traditional Chinese medicine. We should attach great importance to the promotion and application of domestic medical equipment, improve relevant support policies, and promote the iterative upgrading of domestic medical equipment.

We need to increase the cultivation of interdisciplinary talents in medical and industrial fields, and support universities and enterprises to jointly cultivate a group of leading talents in the field of medical equipment.

The above-mentioned national regular meetings set the tone for the two action plans from the perspective of "concerning the overall situation of people's lives and health and high-quality development", requiring the pharmaceutical industry and medical equipment industry to supplement their shortcomings, provide full chain support, encourage and guide the development and growth of leading pharmaceutical enterprises, and mention specific measures such as upgrading domestic medical equipment and talent cultivation.

Why are both action plans scheduled between 2023 and 2025?

The reporter noticed that the National Health Commission and the State Administration of Traditional Chinese Medicine released the "Comprehensive Action Plan for Improving Medical Quality (2023-2025)" in May this year.

This plan specifies the action objectives: within three years, to further establish quality and safety awareness throughout the industry, improve the quality and safety management system and mechanism, further improve the multi element co governance mechanism of medical quality and safety management under government supervision, institutional autonomy, industry participation, and social supervision, further consolidate basic medical quality and safety management, and enhance the refinement, scientificity, and standardization of medical quality and safety management, Further optimize the allocation of medical resources and service balance, enhance the ability to diagnose and treat major diseases and the level of medical quality and safety, and continuously improve the satisfaction of the people with medical services.

After listing 28 specific measures, the action plan also specifies three stages of work:

(1) Launch phase (May June 2023)

The National Health Commission, in collaboration with the National Administration of Traditional Chinese Medicine, formulated and issued an action plan, formulated a monitoring index system for the effectiveness of actions in various provinces, and held a work meeting to make specific work arrangements. Each provincial health administrative department shall formulate specific work plans and submit them to the National Health Commission and the National Administration of Traditional Chinese Medicine for filing, and deploy relevant actions in their respective jurisdictions.

(2) Implementation phase (June 2023 to September 2025)

Health administrative departments at all levels deploy and summarize their action work on an annual basis. Each region shall implement their work according to this plan, strengthen guidance and evaluation, and promptly solve common problems. Explore advanced practices and typical experiences, select annual typical cases, and promote them.

(3) Evaluation Summary (October December 2025)

On the basis of summarizing in various regions, the National Health Commission and the National Administration of Traditional Chinese Medicine conducted a comprehensive summary and evaluation of quality and safety improvement work, extracted experience in quality and safety improvement work, reported typical cases discovered during inspections, strengthened action plans and work effectiveness publicity, created a good public opinion atmosphere, organized publicity and promotion of advanced practices and typical experiences discovered in work, and promoted the formation of institutional arrangements.

At the same time, the action has established five special actions: surgical quality and safety improvement action, "breaking the wall" action, medical record connotation quality improvement action, patient safety special action, and "weaving the web" action. Specific requirements and goals have been put forward for the management of surgical quality and safety, the establishment of a "disease based chain" diagnosis and treatment model, the quality of medical record connotation, patient safety management, and the construction of a quality control organizational system, It is also the core task of this operation.

Anhui

The Anhui Provincial Health Commission has issued the "Implementation Plan for the Comprehensive Improvement of Medical Quality Action (2023-2025)", proposing 30 specific measures and 5 special actions. The plan is to comprehensively improve the major disease diagnosis and treatment capabilities and medical quality safety level of medical institutions at or above the second level in the province over a period of 3 years.

Anhui's action plan specifies some specific indicators. For example, we will strive to make innovative breakthroughs in the diagnosis and treatment mode and organizational form of coronary heart disease, stroke, breast cancer and other special diseases by the end of 2025. The reperfusion treatment rate for acute ST segment elevation myocardial infarction in the province has increased to 80%; The treatment rate of acute cerebral infarction reperfusion in the province has increased to 45%.

Furthermore, by the end of 2025, the proportion of daytime surgery to elective surgery will further increase, and the hospitalization mortality rate of surgical patients in tertiary hospitals in Anhui Province will significantly decrease, with an unplanned return to the operating room reoperation rate not exceeding 1.8 ‰. The incidence of acquired indicators in hospitalized patients after surgery is not higher than 7.5 ‰.

Hubei

The Implementation Plan for Comprehensive Improvement of Medical Quality in Hubei Province (2023-2025) issued by the Hubei Provincial Health Commission proposes 29 main tasks and 5 special actions from the dimensions of basic quality and safety management, key links and behavior management, and quality management network, which will be implemented in medical institutions at or above the second level in Hubei Province. By the end of 2025, Hubei will have set up no less than 600 municipal level quality control centers, gradually covering the entire diagnosis and treatment population including inpatients, daytime, and outpatient (emergency) clinics.

On the basis of the national plan, Hubei Province has proposed to promote the construction of a medical quality data platform. Encourage medical institutions to build an integrated platform and data center for hospital information systems, implement closed-loop management of medical processes such as outpatient (emergency) diagnosis, hospitalization, nursing, pharmacy, surgery, anesthesia, testing, imaging, pathology, ultrasound, electrocardiogram, blood transfusion, daytime ward, internet hospital, etc., and achieve real-time capture, monitoring, and early warning of key medical quality data. Utilize information and intelligent methods to carry out medical quality management and control.

Fujian

The Fujian Provincial Health Commission has issued the "Fujian Province Comprehensive Improvement of Medical Quality Action Work Plan (2023-2025)", which further refines and supplements the national plan. It proposes 29 specific measures from three dimensions: structural quality, process quality, and work mechanism, and adds "strengthening hospital infection prevention and control" measures.

The 'Work Plan' proposes to strengthen basic quality and safety management and consolidate structural quality; Strengthen key links and behavior management to improve process quality; Weave a dense quality management network and improve the working mechanism. Guide medical institutions to further improve the organizational system, institutional system, and working mechanism for implementing medical quality and safety management, strengthen the management of core elements such as medical personnel, drug equipment, and medical technology, improve the quality of weak links such as emergency, outpatient, day care, surgery, and patient follow-up, and accelerate the promotion of interdisciplinary collaboration mechanisms; Further strengthen the quality and safety management of 11 key links or behaviors, including daily diagnosis and treatment behavior, patient evaluation, tertiary rounds, rational medication, examination and testing, medical record quality, consultation behavior, critical illness treatment, patient safety management, nursing services, and hospital infection prevention and control; Explore and improve the "quality first" performance management mechanism, innovate work mechanisms and methods, and improve quality and safety levels from point to area.

The Work Plan also sets 45 monitoring indicators from six dimensions: work implementation, improvement of quality and safety objectives, quality of emergency and daytime medical care, quality of medical behavior, quality of results, and quality of medical records. On the basis of 40 national monitoring indicators, there are 5 indicators for the quality of medical behavior and medical records in Fujian Province, including the rate of pathogen testing before antibiotic treatment, the completeness rate of surgical related records, the compliance rate of antibiotic use records, the compliance rate of CT/MRI examination records, and the incidence of unreasonable copying of medical records.

Shanxi

On August 25th, the Shanxi Provincial Health Commission issued the "Implementation Plan for the Comprehensive Improvement of Medical Quality Action in Shanxi Province (2023-2025)", which specifies that all levels and types of medical institutions in the province should participate, with a focus on second level and above comprehensive hospitals, traditional Chinese medicine hospitals, maternal and child health institutions, and specialized hospitals. The Implementation Plan proposes 30 specific measures around the dimensions of basic quality and safety management, key links and behavior management, and quality and safety management system construction.

On the basis of five special actions carried out by the country, including the surgery quality and safety improvement action, the "wall breaking" action, the medical record connotation quality improvement action, the patient safety special action, and the "web weaving" action, combined with the actual situation of Shanxi Province, the "Implementation Plan" has added special training actions for medical quality improvement, emergency quality improvement action, outpatient quality improvement action, and the "four reasonable" improvement action 5 special actions including the implementation of regulatory responsibilities.
