The special application for international and Hong Kong, Macao, and Taiwan talent exchange in Guangdong Province in 2022 is now underway. Relevant matters are notified as follows:

1、 Project Category

The 2022 Guangdong International and Hong Kong Macao Taiwan Talent Exchange Program consists of three topics: Topic 1: "Silver Age Experts", Topic 2: "Overseas Famous Teachers", and Topic 3: "Guangdong Macao Youth Talent Exchange.".

2、 Declaration requirements

(1) The applicant must be legally registered in Guangdong, have independent legal personality, have a good foundation and cooperation channels, and have a complete internal control management system that can provide necessary conditions and financial guarantee for the implementation of the project.

(2) The application unit shall provide application materials and required supporting materials as required, and ensure that the project content is authentic and credible, and shall not overstate its own strength and technical and economic indicators. Each unit must be responsible for the authenticity of the application materials and provide a letter of commitment for the authenticity of the application materials.

(3) Applicants are limited to applying for one special project.

(4) Applicants or reporting units under any of the following circumstances shall not apply or pass the qualification review:

The project of the applicant unit has not been recommended by the competent department.

2. Major violations found during the audit and inspection of special financial funds; There are records of serious dishonesty in scientific research and credit "blacklist" records in relevant social fields that are still in the disciplinary implementation period.

3. Failing to comply with relevant provisions of Chinese laws and regulations.

4. Multiple or repeated declarations for the same project are made by changing the project name or other methods.

In addition, Special Topic 1 "Silver Age Experts" does not accept the following declarations: multinational company headquarters or regional headquarters send personnel from overseas to work in domestic subsidiaries or branches; Introduce experts as the legal representative of the applicant; It has received special project approval funding for silver age in 2020 and 2021. Topic 2: "Overseas Famous Teachers" will not accept the following applications: Applicants who have not completed the completion of the "Overseas Famous Teachers" project submit applications.

(5) The reporting unit and the applicant shall, in accordance with the national and provincial deployment requirements for the prevention and control of the COVID-19 epidemic, implement the main responsibilities, do a good job in the prevention and control of the epidemic, and prevent the transnational (cross-border) spread of the epidemic. Applicants should make good use of policies such as the work permit system for foreigners to come to China, the visa system for foreign talents, and the short-term invitation letter for foreign experts to come to China, and actively apply to the science and technology department for a work permit for foreigners to come to China, the Confirmation Letter for Foreign High-end Talents, and the Invitation Letter for Foreign Experts to come to China.

(6) Applicants and applicants can appropriately publicize and report talents' exchanges and cooperation in Guangdong to create a good atmosphere.

(7) The application project must also meet the specific application conditions for each thematic direction.

3、 Review and project initiation instructions

(1) Topic 1: "Silver Age Experts", Topic 2: "Overseas Famous Teachers", and Topic 3: "Mutual Exchange of Young Talents between Guangdong and Macao" all adopt the following methods:

Open competition to choose the best. Eligible units can apply for competitive evaluation and evaluation by experts, with preferential support.

2. The project conclusion assessment does not impose strict requirements on paper publication, patent application, monograph publishing, product production, application for scientific research projects, and formation of scientific research achievements.

3. The funding adopts a "lump sum system". The project funds will be distributed to the applicant at one time, and the expenditure will not be subject to specific proportion restrictions, and will be accounted for in a special account by the applicant.

(2) In combination with the normalization requirements for epidemic prevention and control, Topic 1 "Silver Age Experts" and Topic 2 "Overseas Famous Teachers" support overseas talents who are temporarily unable to come to Guangdong to carry out international communication and cooperation through various means such as remote video and online office work. The project unit can calculate the actual working hours and workload based on relevant scientific research, teaching, technical guidance, intellectual exchange activities such as leading disciplines, students, and teams, and pay expert salaries, expert consultation fees (lecture fees), or expert subsidies.

(3) Topic 3 "Guangdong Macao Youth Talent Exchange" does not support online communication.

4、 Special requirements

Topic 1: Silver Age Experts

(1) Support content.

This topic adheres to demand orientation, focuses on scientific and technological innovation, and highlights high-end leadership. It supports applicants to introduce and utilize retired strategic scientists and leading scientific and technological talents with international standards from both domestic and overseas. It also carries out intellectual exchange activities such as leading disciplines, students, and teams in Guangdong. It utilizes the advantages of expert experience to strengthen scientific research and technical guidance for employers, and plays a role of providing advice and advisors.

(2) Declaration conditions.

1. Conditions of the applicant.

(1) Institutions of higher learning, scientific research institutes, enterprises, and other institutions registered in Guangdong according to law and with independent legal personality.

(2) The applicant shall be specified by the applicant. The applicant shall be a Chinese employee of the applicant unit and have the ability to lead and organize relevant work. The applicant is directly responsible for the organization, application, implementation, fund use, and achievement performance of the project.

(3) The applicant should sign an employment contract (cooperation agreement) with the silver age experts, and provide service guarantees for the silver age experts to work and live in Guangdong in accordance with relevant policies and provisions and the terms agreed in the contract (agreement). The applicant is encouraged to apply for financial subsidies for eligible silver age experts under the preferential personal income tax policies in the Greater Bay Area of Guangdong, Hong Kong and Macao, giving full play to the policy incentive effect, and attracting more cutting-edge experts to work in Guangdong.

2. Conditions for silver age experts to come to Guangdong.

Silver age experts belong to the top talents in this field and industry, and should be the leading talents or academic leaders required for the development of science and technology and industry in our province. Before retiring, experts should have served as experts and scholars with positions and titles equivalent to those of professors and researchers in well-known institutions of higher learning, research institutes, laboratories, and other institutions both at home and abroad. After being introduced, they can play a guiding role in controlling the direction of the applicant unit in research fields or product research and development, as well as taking overall responsibility for the entire bureau. Experts should be top foreign experts (foreign and Hong Kong, Macao, and Taiwan experts) who have been introduced for the first time since January 1, 2022 and have retired. They are friendly to me, have rich experience, and are in good health. At the same time, experts should meet one of the following conditions:

(1) Nobel laureates (physics, chemistry, physiology, or medicine, economics).

(2) The National Science Medal of the United States, the National Technological Innovation Medal of the United States, the Scientific Research Medal of the National Research Center of France, the Royal Gold Medal of the United Kingdom, the Copley Medal, the Turing Award, the Fields Award, the Wolff Mathematics Award, the Abel Award, the Lasker Award, the Crawford Award, the Japan International Award, the Kyoto Award, and the Shaw Award.

(3) Academicians of national academies of science and engineering.

(4) He has served as a member, member, and director of internationally renowned academic institutions such as the International Organization for Standardization (ISO) and international scientific and educational organizations.

(5) Director and researcher of national research institutes or national laboratories in various countries.

(6) Responsible person, chief scientist, or key member of national science and technology plans and projects.

3. Contract (agreement) and working hours.

The applicant shall sign a legally effective employment contract (cooperation agreement) with experts for at least one year (inclusive), and the contract shall start after January 1, 2022. In principle, the annual working time of experts shall not be less than 90 days (inclusive).

(3) Funding amount.

The number of projects approved for "Silver Age Experts" is no more than 65, with a subsidy of 200000 yuan for each project.

(4) Assessment requirements.

Applicants should evaluate and summarize the positive role of introducing experts in their discipline construction, talent cultivation, scientific research guidance, technical consultation, and international cooperation based on their own talent needs.

After the project is approved, it should be completed before December 31, 2023. After the completion of the project, the applicant unit shall submit materials such as project implementation summary and fund utilization in the system as required.

Topic 2: Overseas Famous Teachers

(1) Support content.

This topic supports universities, scientific research institutions, medical and health institutions, cultural, art and sports institutions, etc. to invite overseas famous teachers, experts, doctors, craftsmen, and celebrities to come to Guangdong for short-term substantive exchanges and cooperation in science and technology, education, humanities, medical and health care, culture and art, management, and sports.

The key points of support include supporting both sides to carry out international exchanges and cooperation in fields such as scientific research, engineering construction, technology transfer, and achievement transformation. We will support both sides in conducting international exchanges and cooperation in areas such as governance of scientific and technological innovation, construction of scientific ethics, popularization of science and technology, international operation of intellectual property rights, scientific and technological intermediary services, international economic and legal practices, and human resources services. Support the two sides in conducting international exchanges and cooperation in the fields of humanities and social sciences such as language and literature, history, philosophy, political science, economics, law, ethics, sociology, anthropology, psychology, education, management, journalism, art, design, library science, sports, archaeology, etc.

(2) Declaration conditions.

1. Conditions of the applicant.

(1) Institutions of higher learning, scientific research institutions, medical and health institutions, cultural, artistic, and sports institutions that are established in Guangdong Province according to law and are public institutions with independent legal personality.

(2) Have clear international or regional communication and cooperation needs and work plans.

2. Conditions of the applicant.

The applicant should be a full-time employee of the applicant unit, with senior professional and technical positions or doctoral degrees, or have technical expertise related to the project, and be able to promote international exchanges and cooperation in their field.

3. Conditions for overseas famous teachers to come to Guangdong.

Famous overseas teachers who come to Guangdong should be experts and scholars who work abroad or engage in professional research and creative work. Their identities mainly include: foreign nationals who are friendly to China, patriotic overseas Chinese who have obtained long-term residency abroad, permanent residents of Hong Kong and Macao, and residents of Taiwan. In addition, one of the following conditions should be met:

(1) Experts and scholars who hold positions equivalent to associate professors or above in well-known overseas universities and research institutes.

(2) Professionals and management personnel who hold senior positions (titles) in internationally renowned institutions in the fields of science and technology, education, humanities, medical care, culture and art, management, and sports.

(3) Professional and technical personnel and management personnel who hold senior positions (professional titles) in well-known enterprises.

(4) Guangdong's economic and social development urgently needs other types of talents that are in short supply.

(3) Project category and requirements.

"Overseas famous teachers are divided into two categories:" Overseas famous teachers - individual type "and" Overseas famous teachers - team type ". Each member of the team must meet the requirements for coming to Guangdong as an overseas famous teacher.".

To apply for "Overseas Famous Teachers - Personal Category", the applicant should invite at least one or more overseas famous teachers to Guangdong for exchange and cooperation; To apply for "overseas famous teachers - team type", the implementation of the project needs to be completed in the form of overseas famous teachers' team cooperation. The applicant should invite at least three (including) members of the overseas famous teachers' team, with a foundation for cooperation between members, a reasonable knowledge and skill structure, and a high degree of relevance to the implementation of the project.

The applicant and the applicant shall review and check the relevant information of the proposed overseas famous teachers to ensure compliance with international practices and relevant provisions of Chinese laws and regulations.

After approving the project approval, the applicant should implement it in accordance with the plan. The itinerary of overseas famous teachers in Guangdong should be scientific and reasonable, holding lectures, academic conferences, literary and artistic performances, sports performances, or conducting investigation and exchange, scientific research, etc., to firmly promote international exchanges and cooperation in their professional fields.

(4) Funding amount.

1. The number of projects approved for the "Overseas Famous Teachers - Personal Category" project shall not exceed 400, with a subsidy of 50000 yuan for each project. The number of projects approved for the "Overseas Famous Teacher Team" category shall not exceed 30, with a subsidy of 200000 yuan for each project. The number of projects funded by the same legal entity shall not exceed 20 for individual projects and 3 for team projects.

The funds are used to fund the international round trip travel expenses of famous overseas teachers and teams, expert consultation fees (lecture fees), expert subsidies, expert accommodation, transportation, and other reasonable expenses related to the project. The excess shall be resolved by the applicant unit or the applicant itself. For projects that are inconvenient to come to Guangdong due to epidemic prevention and control requirements, and that adopt remote video, network, and other methods, experts' salaries, expert consultation fees (lecture fees) or expert subsidies, as well as expenses for conducting online projects, can be paid.

The project can fund reasonable expenses related to the project for overseas famous teacher assistants or relatives (only 1) who come to Guangdong.

(5) Assessment requirements.

The project should be completed by December 31, 2023. If the proposed overseas famous teachers fail to come to Guangdong for exchange under special circumstances, they can be invited to other overseas famous teachers of the same level and level after obtaining approval for filing.

After the completion of the project, the applicant and the applicant shall submit the following materials in a timely manner:

Summary report (including implementation status and results).

3. Relevant materials (including but not limited to 2-3 photos, passport front page, valid visa page, and entry/exit record page) to prove that famous overseas teachers have come to Guangdong for cooperation and exchange.

Topic 3: Two-way Exchange of Young Talents between Guangdong and Macao

(1) Support content.

This topic supports young and energetic Macao talents with innovative potential to come to Guangdong and Guangdong young talents to Macao for two-way intellectual exchange. It also supports both sides in intellectual exchange activities such as academic research exchange, technical skill upgrading, management model innovation, talent training collaboration, consulting service support, and promotes the creation of a regional talent development community.

(2) Declaration conditions.

1. Conditions of the applicant.

Institutions of higher learning, scientific research institutions, medical and health institutions, etc. that are established in Guangdong Province according to law and are public institutions with independent legal personality.

2. Conditions of the applicant.

The applicant should specify the applicant, who should be a young talent from Guangdong dispatched by the applicant, currently in employment, under the age of 40 (born after January 1, 1982), with the nationality of the People's Republic of China (excluding permanent residents of Hong Kong and Macao), who had obtained a doctor's degree before the date of publication of the guide, and has a senior professional title, and is proposed to be dispatched by the applicant to Macao for academic exchange and scientific research.

3. The conditions for young talents from Macao to come to Guangdong.

Macao young talents should be permanent residents of Macao, under the age of 40 (born after January 1, 1982), who have obtained a doctor's degree or have a senior professional title before the publication date of the guide.

(3) Funding amount.

No more than 20 projects have been approved, and each project has a funding amount of 50000 yuan. It is used for transportation expenses, expert living expenses, project related expenses, etc.

(4) Assessment requirements.

The project implementation time should be later than the date of issuance of this notice and should be completed before December 31, 2023.

During the implementation period of the project, focusing on the same field or topic, the applicant unit in principle invites Macao young talents to come to the applicant unit for communication twice or more, and sends their own Guangdong young talents to Macao for communication twice or more (all subject to entry and exit records).

After the completion of the project, the applicant and the applicant shall submit the following materials in a timely manner:

Summary report (including implementation status and results).

2. Final statement of funds.

Submit relevant materials (including but not limited to entry and exit records, work records, etc.) issued by the applicant that can prove that Macao's young talents have come to Guangdong and Guangdong's young talents have gone to Macao for exchange.

5、 Declaration method

(1) Online declaration. (2) Platform registration. The units that apply for the first time can register on the Guangdong Government Affairs Service Network and then transfer to the Sunshine Government Affairs Platform for Provincial Science and Technology Business Management for application; Alternatively, the scientific research management personnel of the unit can register the unit information on the Sunshine Government Affairs Platform for Provincial Science and Technology Business Management, obtain the unit user name and password, and obtain the permission to open a user account for the project applicant of the unit. The applicant can obtain the user name and password from the scientific research management personnel of the unit, fill in personal information, and then apply. Registered units continue to use their original accounts for reporting and management.

(3) Review recommendations. Competent departments at all levels recommend the best application projects on the Sunshine Government Affairs Platform for Provincial Science and Technology Business Management. The application projects of enterprises and institutions affiliated to cities at or above the local level should be reviewed and recommended by the municipal science and technology bureaus (commissions) at or above the local level; The declared projects of enterprises and institutions affiliated to relevant departments such as the provincial government shall be reviewed and recommended by the competent department.

(4) Online declaration time.

The online centralized declaration time is from June 23 to July 23, 2022, and the deadline for online review and recommendation by the competent department is July 27, 2022.

(5) Paper material submission method.
